Alright. Posting my old build here so the number crunchers, and anyone interested, can have a look and come up with some ideas.

The build concept: Slow and Steady
The AR/Dev set is a very diverse combo. With lots of slow, immobilize, timed-dmg, immobile-pet, etc powers to choose from. I chose to make a team build. Specializing in the one thing that AR really excells in, steady AoE dmg. With over half the powers being AoE you have a lot to work with. Now the thing is none of these AoE powers can compare to the awsomeness of a Nuke power from the other sets. But the AR strenght lies in the constant AoE dmg. With a little recharge reduction you'll always have an AoE available. To sum up, important factors include recharge, end-red and lastly +dmg.

PS! Some might notice I didn't pick the M30 Grenade. This is because it has a terrible knockback effect from the center of impact. This will spread your targets and make the rest of your AoE-cones (yes, they're almost all cone shaped) less effective.

PPS! The slots are not placed in the right order. It's been too long since I made this build so I'm not sure how I optimized down-lvling best. All SOs are lvl 53, most set IO's are 50, a few 49. Not sure how I designated this in Mids yet. :)

PPPS! I'm not yet 100% familiar with Mids so I'm still working on how to get complete stat reports. Will post more as I learn.

Alright, on first glance on my build it's clear I have to reslot a lot to get maximum effect from as many sets as possible. First of I've inserted two new sets.

Stupefy: 2 slot reward: +2,5% recovery (x2 = +5% recovery)

Used 1 acc/recharge and 1 acc/end red. in Bean Bag and Taser to replace the Acc and Recharge SOs.

The 5 set bonus for Stupefy is also +6,25% recharge, so once I can afford to slot in 3 extra slots I can also improve overall recharge by another whopping 12,5%.

I've spent a few hours trying to make a build for you that will conform to your previous powerchoices. After all, you know best what works for you and not.

What I've tried to achieve for you is this:

Cost:
This is a high cost build. I expect it will require working thowards for a while. But the slotting should be such that placing some level 45 io's or similar while working up the inf to buy the sets should keep you in top shape.
Also, while I've placed level 50-53 io's where possible, there is no shame in buying a few level 40 set io's or around there. They give excellent bonuses, and the set bonuses remain the same. But the price might be very much lower. Even for level 48-49 io's vs the level 50 versions the price could drop dramatically.
I didn't include any superior io's (purples) to keep the build within reach. If you decide you need teh imba uber build.. tell me, and I'll update with some purples.

Offence:
1) As much +dam% as possible. (22% set bonus)
2) ED-cap for all damage powers.
3) Nice recharge for all powers. (39% set bonus)
4) High defense-debuff (burst gives 11% debuff atm)
5) High +acc%. (45% set bonus atm) (Add to that your targeting drone and you should be doing fine.. even for dealing with stone tankers in pvp :) )

Defense:
1) High tohit debuff value for smoke grenade. (5% tohit debuff atm)
2) Maximizing def in combat jumping and cloaking device
3) Adding as much +def set bonuses as possible without gimping offense.

Exemping:
1) Obtain travel power and stamina at lowest possible levels (14 and 20 respectively).
2) Due to high recharge bonuses at low levels, I moved hasten to level 30. I wanted it at level 24, but there was a slotting-conflict. So I had to swap it with cloaking device.

AV's and such:
The debuffs mentioned above should help, and I've slotted your cryo freeze ray with an endurance mod set. The reason is twofold: The set has excellent bonuses. This should make you more usefull when dealing with AV's, and able to stay alive better when fighting tough bosses when solo. They usually don't get held.. but you can drain their end.

Slotting:
You might be annoyed/surprised that I have slotted beanbag and taser with 6 slots, while keeping your cones down to 5 slots. The reason for this is simple. The sets for beanbag and taser has very nice 6-slot bonuses compared to the targeted aoe-sets. Furthermore, 5 slots in the cones is sufficient to maximize damage, keep a splendid acc, and with the recharge bonus of the set bonuses, has excellent recharge.

Stealth: Despite blastors assurances that +stealth io's from different sets stack (in another thread), mids don't accept such arrangements. Hence I've slotted a sprint power with the +stealth io. Together with your cloaking device this should be plenty to stealth past mobs. Some people might see you in pvp though. Advice: Slot 1 sprint power with this, and another with +run speed/end red, for use during non-stealthing.

Alternatives: There are viable alternatives to my choice of sets of course. For a cheaper targeted aoe arrangement, one could go with the detonation set. Similar power effectiveness would result, but the bonuses aren't as great. As for the cryo freeze ray, if you prefer holds, you could swap it for the Neuronic Shutdown set.. which has very nice bonuses. Though in my opinion not as great as Performance Shifter.

You're right Glad, looks like a build can have only one +Stealh IO. But, let's keep below rules, taken from official forum, in mind:

1) A Stalker with Hide + Stealth + Stealth IO is always at the Stalker Stealth cap, regardless of level.

2) A Non-Stalker with a Stealth Power + Stealth IO is always at the Non-Stalker Stealth Cap, regardless of level.

I'd like to inform you about a restriction in IO builds Glad, you cannot have the same set bonus more than 5 times no matter which power it comes from. That's why colour coding helps a lot to see which buff you get.

For instance in your proposed build above, you get 2.5% Recovery set bonus (Shown as Orange on the first link) 5 times from Positron's Blast, 2 times from Stupefy, once from ToHit Set and once from End Mod set. Since you don't receive any buff after the 5th time you have 10% recovery buff wasted there...

Same thing for Recharge bonus (Orange), you get 5 times from Positron's Blast and twice from Stupefy, but 2x9%=18% recharge buff doesn't count...

Well.. the question then is.. will 5x 2.5% recov stack with 5x2.0% recov bonus? I suppose not, but it's worth asking.

My focus was on Recovery, Regen & Recharge so you can have a continuous AoE damage for the team. But you still have decent damage and accuracy. So... now we see why Blastor is the uber'est build-creator in the guild. Very impressive. Steele.. in case you didn't allready.. you should listen to Blastor :D

I tried very hard to find something wrong with the build. And I could only find a couple minor adjustments I'd wanna make.

1) Only need 5 slots in combat jumping. Acrobatics gives 100 pts of knockback protection. The added 4 pts from Karma: Knockback Protection is a waste of a slot. Place the slot in Sniper Rifle with Interrupt Reduction io instead.
2) Cryo Freeze Ray has insanely high accuracy. Swap Acc/Rech or Acc/End with Hold/Range for maximizing holding power.
3) Cloaking Device has a rather high end drain compared to combat jumping, as an example. Also, Blastor's slottage gives a Def rating high over ED. Replace the Def enhs with enhs having both def and end red to lower drain, but loose almost no def.
4) As with the freeze ray, Beanbag and Taser has insanely high Acc. They don't however have nearly the stun-effect they should have. I'd keep the set, but slot with the three enhs having stun increase: Endurance/Stun, Stun/Range and Acc/Stun/Recharge. This reduces the acc quite a bit, but it's still at 200%, which should be sufficient for any encounter.

Finally you mentioned you might wanna take smoke grenade instead of caltrops. Blastor probably didn't know this.

Again.. I'm very impressed with your build Blastor. Please have a look at my suggestions for improvements. Another good thing about that build is, disregarding the addition of regen tissue and numina sets, the build is considerably cheaper than what I made. And of course.. it's not faulty like mine. My bad for not knowing about the 5-times bonus rule.

One thing I wonder about.. you have chance for end in stamina.. does this mean you get that chance every time stamina is applied? That is.. for each recovery-tick or for each 10s (duration of stamina)?

I think it's not for each recovery tick but once in every x seconds, I don't know how many seconds though. Same rule applies for the Chance to Build Up IO on Targetting Drone...

As for your suggestions Glad, they're all valid and good improvements to the build. As for Acrobatics vs KB IOs, I would personnally keep IOs and drop Acrobatics to get another useful power, because blasters tend not to get held during PvE missions, and those 2 IOs are more than enough for KB protection...

I think most if not all are every 10 seconds.

As to IO knock back protection Vs acrobatics your better of with the acrobatics if you can afford the power choice as IO protection can be easily over come by something that dose either constant knock back (like earthquake) or simply a lot of stacked knock back,

of corse there's also the consideration that Acrobatics is a end hog so end hungry builds may want to take the IO

Hmm.. not so sure giving up acrobatics for some other power is a very good idea. I mean.. acrobatics doesn't only protect against knockback. But also against hold.. which is rather important as well. Add this to Mess' argument and I'd definately consider keeping it. Especially since Sarge have voiced his displeasure with timebomb and trip mine powers...

Speaking of end hog though.. I am sorry but acrobatic's not an end hog. Try running Focused Accuracy and you'll see an end hog. Acrobatics has a base drain of 0.26, compared to FA with 1.18. Running FA is like running acrobatics 4.5 times over! Nopes.. with proper slotting of powers, like outlined above.. you won't have any trouble with running acrobatics.

Trust me it may not seem like much but when your darkarmor every little bit of end counts and theres not anuff slots to slot it and still slot your other powers to a desirable degree

FA is diffrent because if you take it you can efectivly replace any acc IO in your powers with end reducers and not see a massive drop in ability infact you actually get a bit of a increase as you can spam those low lvl attakes much quicker and so build a nice constant high of hate (tho lots of hate mite not be in a blasters best intrests :P )

Hmm.. this is getting off topic, and I really shouldn't comment on dark armor's end drain since I've never tried the set. However I find it hard to believe that acrobatics could be critical. I'm assuming slotting with set-io's.. which includes end reduction, which means that unless you both don't take fitness and take lots of other tertiary pools with toggles, you should be fine.

But we shouldn't be discussing acrobatics in DA or acrobatics vs FA. We should be discussing acrobatics in steele's build. And I believe there is no end trouble in having it. The real question then is.. is there any power more subjectively usefull to sarge that's not yet in the build? Doesn't look like it. But maybe. I won't post on it again unless Steele comments on it.

A good blaster should know how to keep his/her distance from trouble in teams. In my opinion and experience in PvE, Knock back is encountered more than Hold effect. And those 2 Knock Back IOs should be more than enough to protect Steele from trouble.

If there is an essential power that Steele is missing in the build I think he should consider dropping Acrobatics for it, otherwise, it's always good to have more protection :)...

There's definately a vital power that's missing from the build. A nifty little power called Build Up. Unfortunately, it's not in either set. Huge loss. AR would have been so much more powerfull with it.

Anyhow, thanks a LOT for the feedback guys. :) I've already started saving up coinage for making the transfer form the old build onto the new. Gotta save up a lot of recipes and salvage first though. :)

no build up but dont you get a damage boost when useing AR snipe combined with targeting drone or did that not go thrue

I didn't know that they had ever planned for a dmg boost to the snipe from AR when combined with targeting drone. Whatever the matter, although I frequently use snipe, it's hardly the defining dmg power of the AR set. Being an AoE set it's the big cones that'll lash out the most, like Full Auto or the Flamethrower.
